Hotline, Whistleblower & Complaint Management Certificate Program is a structured 16-hour ADR Academy certificate program focused on practical, defensible professional performance. The program combines guided instruction, realistic scenarios, applied tools, knowledge checks, and a final capstone.

Completion Requirements
- Complete all eight modules and required learning activities.
- Pass all required knowledge checks and the final assessment with at least 80 percent.
- Submit the applied capstone or work product identified for the course.
- Complete the course evaluation and satisfy identity and participation requirements.

Course access and any scheduled instructor sessions are provided after payment and enrollment confirmation. Agency and private-group delivery is available through the Federal Workforce Consultation request.

Curriculum
- Module 1: Hotline Intake, Confidentiality and Triage — consistent intake, confidentiality, anonymity and urgent-risk screening.
- Module 2: Whistleblower Protections and Non-Retaliation — protected disclosures, confidentiality limits, retaliation indicators and safeguards.
- Module 3: Allegation Screening and Jurisdiction — specificity, credibility, jurisdiction, duplication and disposition.
- Module 4: Referral, Assignment and Escalation — mandatory referrals, independence, priority, escalation and handoffs.
- Module 5: Case Management, Communication and Trend Analysis — aging controls, reporter communications, closure and systemic trend analysis.
- Module 6: Capstone Hotline Management Simulation — intake, protection, routing, monitoring, closure and governance reporting.

Completion Requirements
Complete all six units in order, retain the five applied work products, finish the capstone activity and submit the course from the course-status screen. Estimated total learning time: 16 hours.
