Course Overview
Level 3 addresses advanced fund-control decisions, Antideficiency Act risk, investigation and reporting, complex purpose-time-amount issues, and defensible decision records.

Federal employees, managers, program and budget analysts, contracting and grants personnel, attorneys, certifying officials, and fund-control professionals.

- Identify Antideficiency Act and fund-control risks before an obligation is made.
- Research and document fiscal-law issues using authoritative sources.
- Communicate a defensible recommendation and appropriate escalation path.

- Complete every required module and applied scenario.
- Score at least 80 percent on knowledge checks and the final assessment.
- Submit the required evaluation and any instructor-assigned work product.
