This certificate develops federal workplace capability through primary-source readings, practical cases, instructor feedback and an assessed project.
Curriculum
- From Strategy to Implementation — 8 estimated learning hours
- Practical Innovation and Process Improvement — 8 estimated learning hours
- Strategic Thinking for Federal Mission Results — 8 estimated learning hours
- Integrated applied project — 8 estimated learning hours
Estimated total: 32 learning hours, comprising 12 hours of independent study, 12 hours of guided self-paced practice and an 8-hour applied project. Timing remains subject to learner-pilot validation.
Federal-source instruction
Relevant lessons use applicable 5 CFR provisions, OPM’s Classifier’s Handbook with current classification standards, and the Guide to Processing Personnel Actions. Fiscal, technology and strategy topics use the applicable GAO, OMB and other federal sources. Learners must apply and cite the governing provisions.
Delivery and completion
Delivery: self-paced LMS readings, worked examples, individual case practice and written submissions, followed by asynchronous instructor assessment.

Enrollment and completion
Tuition: USD $995 per certificate. Access: 90 days from enrollment. Study independently online with asynchronous assessment by Guno Ritfeld. A scheduled workshop or partner is not required.
Complete all four assessed components, including the applied project. Each must receive at least 80/100 and instructor clearance of critical errors. Submit requested corrections for review. An ADRA completion certificate is available after successful completion and instructor evaluation; viewing lessons alone does not earn a certificate.
