Qualified EEO Neutral – Federal Sector Mediation Program (24 Hours)
A 24-hour federal-sector EEO neutral program aligned to MD-110 Chapter 3, combining 20 hours of interactive instruction with four hours of instructor-guided practicum, work products, feedback, and qualification documentation.

Learning Outcomes
- Apply MD-110 Chapter 3 principles to federal-sector EEO mediation.
- Maintain voluntariness, neutrality, confidentiality, and informed decision-making.
- Conduct intake, joint-session, caucus, problem-solving, and agreement-drafting tasks.
- Demonstrate competence in an observed mediation and assemble a qualification portfolio.
Completion Requirements
- Complete 20 active hours of online instruction and four hours of guided applied work.
- Submit all required work products and complete the observed practicum.
- Score at least 80 percent with no critical ethical failure and submit the evaluation.
Enrollment: Purchase enrolls one learner. Access, schedule, practicum, or cohort instructions are provided in the learner dashboard and by email as applicable.

Qualification Notice
Successful completion documents 24 instructional hours (2.4 CEU) and the required observed practicum. Completion does not by itself appoint or authorize a learner to serve as a federal-sector EEO neutral. The employing or appointing agency determines eligibility and may require additional co-mediations or independent mediations, positive evaluations, references, and agency-specific approval.
