This 16-hour, competency-based program prepares arbitrators, payment-determination specialists, and certified IDR entity personnel to apply the Federal Independent Dispute Resolution process under the No Surprises Act.

The program includes nine instructional modules, six guided role-practice laboratories, a six-part full-file capstone, and a 30-question final assessment.

Participants will practice

• Federal IDR applicability and eligibility analysis;
• open negotiation and initiation requirements;
• conflict-of-interest screening and impartiality;
• offer review and defensible payment-determination reasoning;
• batching, deadlines, notices, fees, and documentation; and
• confidentiality, reporting, quality control, and case-record integrity.

Completion requirements: Complete all modules, scenario laboratories, the capstone, and the final assessment with a score of at least 80%. Two final-assessment attempts are permitted.

Credential boundary: The ADRA certificate documents successful training completion. It does not certify the learner or the learner's organization as a CMS-certified IDR entity and does not imply CMS endorsement.
