IG & Oversight Foundations Certificate Program is a structured 16-hour ADR Academy certificate program focused on practical, defensible professional performance. The program combines guided instruction, realistic scenarios, applied tools, knowledge checks, and a final capstone.

- Total program time: 16 hours
- Delivery: Interactive online and instructor-supported learning; scheduled live virtual or private cohort delivery may also be offered
- Instructor: ADR Academy / Guno O. Ritfeld and approved faculty, as assigned
- Passing standard: 80 percent plus completion of all required activities
- Certificate: ADR Academy certificate issued after Registrar verification

- Jurisdiction, intake, triage, referral, and case-opening decisions
- Fraud, waste, abuse, misconduct, mismanagement, and impropriety
- Case planning and documentation standards
- Stakeholder communication and protected information
- Quality review and corrective action
- Applied oversight capstone
Completion Requirements
- Complete all eight modules and required learning activities.
- Pass all required knowledge checks and the final assessment with at least 80 percent.
- Submit the applied capstone or work product identified for the course.
- Complete the course evaluation and satisfy identity and participation requirements.

Individual enrollment is completed through the connected ADR Academy product and checkout page. Course access and any scheduled instructor sessions are provided after payment and enrollment confirmation. Agency and private-group delivery is available through the Federal Workforce Consultation request.

Curriculum
- Module 1: The Inspector General Mission and Oversight Environment — independent oversight missions, jurisdiction and public trust.
- Module 2: Authorities, Standards and Professional Independence — authorities, professional standards, objectivity and safeguards for independence.
- Module 3: Oversight Planning and Risk-Based Scoping — risk assessment, objectives, scope, criteria and resource planning.
- Module 4: Evidence, Documentation and Due Process — reliable evidence, preservation, documentation and procedural fairness.
- Module 5: Findings, Recommendations and Follow-Up — finding elements, root causes, recommendations and corrective-action closure.
- Module 6: Capstone Oversight Case and Completion — the complete oversight lifecycle and executive communication.

Core ADRA curriculum; selected Cengage MindTap activities may be added where they support the assigned oversight case.
Completion Requirements
Complete all six units in order, retain the five applied work products, finish the capstone activity and submit the course from the course-status screen. Estimated total learning time: 16 hours.
