Federal Appropriations Law — Level 2 Practitioner (Instructor-Guided)
Level 2 develops practitioner skill in purpose, time, amount, obligation, augmentation, transfers, reimbursements, continuing resolutions, and documented fiscal-law analysis.

Learning Outcomes
- Apply purpose, time, and amount principles to realistic federal spending decisions.
- Identify Antideficiency Act and fund-control risks before an obligation is made.
- Research and document fiscal-law issues using authoritative sources.
- Communicate a defensible recommendation and appropriate escalation path.
Completion Requirements
- Complete every required module and applied scenario.
- Score at least 80 percent on knowledge checks and the final assessment.
- Submit the required evaluation and any instructor-assigned work product.
