Dr. Russell S. Lowe was selected as the Director of Equal Employment Opportunity (DEEO) for the Department of the Navy, Assistant for Administration (DON/AA), in November 2019. In August 2020, the DON/AA EEO Office was re-aligned into the Assistant Secretary of the Navy, Manpower and Reserve Affairs (ASN/M&RA) organization and is currently known as The Department of the Navy Secretariat Equal Employment Opportunity (EEO) Office (DON Secretariat EEO). Dr. Lowe and his staff provided advice, guidance, and training on all EEO related matters for the Secretariat organizations, staff offices, field activities, and supported organizations. Dr. Lowe retired from this position in July 2023 after forty-five years of Federal Service.
Prior to his former position as the Director of Equal Employment Opportunity with the Department of the Navy, Dr. Lowe was assigned to the Headquarters of the Defense Logistics Agency (DLA) at Fort Belvoir Virginia, from August 2017 to November 2019, as the Deputy Director of Equal Employment Opportunity (EEO) and the Staff Director for Diversity and Inclusion. He was responsible for the administration of the DLA EEO Complaint/Compliant and Policy; Affirmative Employment/Diversity and Inclusion; and the EEO Operations Division functions. He also provided technical advice, assistance, guidance, and instructions to the field offices and the EEO Managers at the DLA Major Subordinate Commands (MSCs).
Dr. Lowe was assigned to the Department of the Navy, Naval Facilities Engineering Command (NAVFAC) Headquarters, at the Washington Navy Yard, in Washington DC since June 2008, as an Equal Employment Opportunity (EEO) Manager, in the Total Force Directorate, EEO and Diversity Division. He was responsible for providing advice and assistance to the Commander of NAVFAC and its management officials at NAVFAC Headquarters and its subordinate activities on the Model EEO Program, Management Directive (MD) 715 strategies, and regulatory requirements and procedures.
